Posizione

Position: Multi-regionals Logistics Manager

Location: Burundi/Mozambique. The country will be decided by the Organization based on the profile of the selected candidate (the person is requested to conduct missions in the different countries based on the needs – up to 50%)

Country of responsibility: Benin, Burkina Faso, Mali, Burundi, Tanzania, Mozambique, Kenya

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first three months of contract

Working context

In West Africa:

WeWorld-GVC is active in Benin, Burkina Faso, Mali. The sectors of intervention are food security, relief to the most vulnerable, support displaced populations and to strengthen the resilience of local populations, protection with special focus on child protection, local socio-economic development, and child sponsorship, specifically in Benin. Future activities will enlarge the intervention in the fields of education and school feeding, including cash transfer. WeWorld-GVC currently has representation offices in Cotonou, Ouagadougou, Bamako with several field offices in the areas of intervention. WeWorld-GVC has been present in Burundi since 1995 and is currently active in different 12 provinces of the country. During these 25 years of continuous presence in the country and thanks to the financing of different donors (ECHO, UNICEF, FAO, WFP, UNHCR, Netherlands Embassy, GIZ, DUE), has carried out actions in the sector of health, nutrition, food security, energy, WASH.

In Southeast Africa:

WeWorld-GVC has been working in Mozambique since 2000 with development and emergency projects in the fields of education, food security and DRR in the provinces of Maputo, Tete, Manica and Cabo Delgado; a three-year project to mitigate Niño drought effects in the province of Maputo starting in 2018; in 2019 it has been intervening in response to IDAI and Kenneth cyclone to assist affected populations and in 2020 it has been intervening in response to COVID-19, social cohesion and peacebuilding in Cabo Delgado province. At present, our main donors in the country are Italian Cooperation (AICS), the EU (ECHO), the UN (UNICEF, UNOPS, WFP, UNDP and FAO) and Swiss Cooperation.

In Tanzania, WeWorld-GVC is registered under the name of We World Tanzania. In the region of Njombe (specifically in Ludewa district), the organization has been implementing a school-centered program since adopting a multisectoral approach (education, WASH, nutrition, protection) to respond to the different needs of children and simultaneously strengthening community care structures to create better conditions for ensuring children’s wellbeing.

WeWorld-GVC began working in Kenya in 2010 with a privately funded project (distance support) in Migori and Narok County and the slums of Nairobi. The leading sector has remained primary and pre-primary education, but depending on the needs of individual areas of intervention, projects have ranged from women's empowerment (micro-credit in slums), to protecting children affected/infected by AIDS (Migori) and girls who are victims or at risk of female genital mutilation (Narok), to advocacy in education to promote access to and quality of primary and especially pre-primary schooling, which is still not widespread in the Kenyan context. In the last 3-5 years, action has focused on arid and semi-arid areas-Migori, Narok, Isiolo counties-and on combating malnutrition, which has become one of the main pillars of intervention, around which, from a multi-sectoral perspective, several closely related areas revolve: access to water, promotion of good hygiene and nutritional practices, eco-sustainable agricultural production of foods with high nutritional value, empowerment of women, education for change of new generations, advocacy in nutrition and sanitation, inter-institutional and civil society-institutional dialogue.


Job description

The Multi-Regional Logistics Manager ensures the efficient management of logistical resources for the two regions for which s/he is responsible – which include Benin, Burkina Faso, Mali, Burundi, Kenya, Tanzania, Mozambique. He/she acts as an advisor to the regions on all logistics matters (procurement, stock/inventory management, fleet, and assets). S/he will provide virtual and in-country technical advice, guidance and support to all the Country Office teams in compliance with WeWorld-GVC policies, principles and standards, donors regulations to support program for high quality delivery across all the programs through effective communication, coordination and information sharing.



MAIN TASKS AND RESPONSIBILITIES

Global level

  • Collaborate with the Procurement & Logistics Unit to improve Supply Chain and Logistics operational systems and manuals
  • Collaborate in creating new systems and processes to be rolled-out, in particular for the logistics aspects (fleet management, stock, inventory)
  • Address key risks, audit findings and complaints on procurement and propose mitigation measures in collaboration with the Procurement & Logistics Unit
  • Facilitate the communication and cross learning for the Regions and share lesson learnt with Countries not included into the Regions
  • Support initiatives and special projects implementation
  • Travel within the region providing support where and whenever required
  • Available for opening new bases/missions and collaborates with the Humanitarian team

Within the Countries

Generic responsibilities:

  • Implement procurement and logistics systems and procedures in countries assigned
  • Ensure adherence to Weworld policies, guidelines and donor requirements
  • Build capacity of logistics and not logistics staff in the countries assigned
  • Provide hands-on contributions to in-country personnel (logistics and not logistics staff) on all logistics matters
  • Support the project proposals by providing overview and inputs of Supply Chain and Logistics Operations requirements
  • Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
  • Review of reports and follow up with country offices for deviation
  • Conduct spot checks
  • Conduct compliance checks
  • Follow with countries on implementation of audit recommendations
  • Support the Country team in performing assessments of Mission’s Logistics Department, for mapping and identifying human resources gap and ideal staffing structure in Logistics
  • Collaborate for the recruitment of Country Logistics Coordinators/Managers and other Logistics team members
  • Provide gap filling for senior logistics positions that become vacant within the region until such time the positions are filled

Procurement and Logistics

  • Review and/or approves (checking for accuracy & compliance) procurement plan, tender documentation, contracts, framework agreements, leases and other high value and/or high-risk financial commitments in compliance with the country needs and the threshold defined in the Manual
  • Support the country team in all the procurement processes (from small procurement to high level) and logistics activities (fleet management, stock/warehouse management, assets, etc)
  • Support the country during audit processes and check the accuracy and compliance of the procurement and logistics documentation before the submission to auditors
  • Assess, improve and standardize warehouse management, fleet management, asset and equipment management
  • Advise and monitor country teams in archiving of procurement procedure and logistics documents both in hard and soft copies as per archiving guidelines

Perform any other duty as requested by the line manager and the Country Representatives.


Requisiti

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Degree in logistics, supply chain or equivalent certifications
  • Knowledge of international humanitarian and development systems, institutions and donors’ programs (including ECHO, European Union, AICS, UN), and of procedures, accountability frameworks and best practices
  • Fluency in English and French, both written and verbal

Professional experience

  • Minimum 5 years of experience working as a Senior Logistics Manager in a humanitarian/recovery context, preferably in a regional setting
  • Experience of working in complex and volatile contexts

Skills and Abilities

  • Strong interpersonal relationships and demonstrated ability to leverage business networks and partnerships for continued growth
  • Good communication and leadership skills
  • Ability to perform under stress condition
  • Capacity to work autonomously and in problems prevention/resolution
  • Skills in training and remote management support

DESIRABLE REQUIREMENTS

  • Previous experiences in Africa
  • Previous experiences in managing large work contracts are considered an advantage
  • Knowledge of Italian, Spanish and Portuguese is an added value
