WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. Location: Tanga (Tanzania) with frequent missions to Kwale County (Kenya), Mtwara Region and Dar es Salaam (Tanzania), Cabo Delgado and Nampula Provinces (Mozambique)

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first three months of contract

Working context:

WeWorld-GVC is operational in Tanzania and Kenya since 2010 and in Mozambique since 2000. It works in partnership with local organisations and in close cooperation with government authorities. The main geographical areas of intervention are in Tanzania, Dar es Salaam and the regions of Njombe, Mtwara, Kigoma, Mbeya; in Kenya, Nairobi and the counties of Narok, Migori and Isiolo; in Mozambique, Maputo and the provinces of Cabo Delgado, Manica, Nampula and Tete. WeWorld-GVC is committed to protect the rights of children, especially girls, to a quality and inclusive education, and it supports children, adolescents and youth by sexual abuse and exploitation, and by the consequences of natural and man-made disasters such as drought, floods, cyclones and conflicts. In the framework of the call for proposal EuropeAid/173681/DD/ACT/Multi, WeWorld-GVC has been awarded a grant by the Delegation of European Commission in Kenya for the multi-country Action “Kujenga Amani Pamoja. Building the peace together” that will take place in the bordering areas of Kenya, Tanzania, and Mozambique. Indeed, the Overall Objective of the Action is “Aware and mobilized young women and men living in the coastal bordering areas of Kenya, Tanzania and Mozambique act as peacebuilders and agents of positive change”. The Action recognizes the Swahili culture as a factor of peace and conflict prevention and call for women and youth CSOs and activists to engage with media, academia and local authorities to value this asset. Therefore, the Specific Objective is “Young women and men-led networks and organisations (formal and informal) actively practice and disseminate learning on building peace, preventing conflicts and promoting inclusion within peace-centred Swahili cultural practices in Kenya (Kwale county), Tanzania (Tanga and Mtwara regions) and Mozambique (Cabo Delgado and Nampula provinces).



Job description:

WeWorld-GVC is recruiting a Project Manager for the EU co-funded Action mentioned above, that is due to start in March 2023 and will last 36 months. The role requires to start-up and manage the Project, which involves 1 international partner, 4 local partners, 3 associated universities/research institutes and will take place in 5 areas of 3 countries (Kwale County in Kenya; Tanga and Mtwara Regions in Tanzania; Cabo Delgado and Nampula Provinces in Mozambique), and marginally in Dar es Salaam (Tanzania). Frequent missions to the five target areas are required to assure all the below-mentioned responsibilities and for a smooth implementation and monitoring of the project. In addition, it is required to support WeWorld-GVC in expanding its the action in the region.



MAIN TASKS AND RESPONSIBILITIES

1. Management of the Project Human resources

  • Selection of the new staff WeWorld-GVC needed for the Project in Tanzania and support to the selection of the new project staff in Kenya and Mozambique
  • Leading the Management Committee comprising (besides WeWorld team) also the Focal Points of the partners and convening the Steering Committee
  • Management and operational responsibility of the WeWorld-GVC Project staff
  • Management and facilitation of the handover in case of staff turnover
  • Assessment of security measures implementation by the WeWorld-GVC staff

2. Management of project activity implementation

  • Definition of the activities operational plan in line with the project design, timetable and financial resources
  • Coordination and supervision of the activities in the five target regions (Kwale, Tanga, Mtwara, Cabo Delgado and Nampula) and in Dar es Salaam with frequent missions in the field
  • Procurement of goods & services in compliance with both EU and WeWorld-GVC procedures
  • Logistics: supervision of field offices, vehicles and other project assets
  • Identification of possible budget and operational plan adjustments, and arrangement of the documentation required by the donor for approval
  • Management of the operational and institutional relations with project’s partners, associates and stakeholders as well as with the donor and local authorities
  • Overseeing the development of the Communication and Advocacy Plan to be presented to the EU and followed throughout the project
  • Maintaining the institutional relationship with the European Union and with the relevant government departments in each country

3. Monitoring of project activities and expenditures

  • Definition of the monitoring plan and specific tools to assess the progress of the project with the support of the international partner
  • Monitoring of activities implementation and of results/objectives achievement through frequent field visits, meetings with partners and stakeholders, data collection and analysis
  • Financial/Administrative supervision: monitoring the financial flows of the project, actual and forecasted expenses against budget, WeWorld-GVC double-entry accountancy system; cash and bank management; budget control and preparation of requests of budget amendment, if needed; procurement procedures

4. Interim and final reporting

  • Setting up and monitoring of periodic (monthly) internal reporting to be filled in by partners and project staff
  • Drawing up of narrative and financial reports, interim and final (in collaboration with WeWorld-GVC local office and headquarters) to be sent to the donor in compliance with agreed procedures and time schedule

5. Knowledge management and project proposal writing

  • Identification and systematization of the lessons learnt and best practices of the project
  • Identification of new project opportunities - to be proposed to the Country Representatives and Head of Region - to strengthen the intervention of WeWorld-GVC, especially in the thematic and geographic areas of the Project implementation
  • Carrying out of need assessments and project proposal writing, in close cooperation with the Country Representative and the Headquarters

Requisiti

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge:

  • Master Degree in Social Sciences, e.g. Development Studies, Political Science, Sociology, Anthropology, Human Rights or similar sectors
  • Strong administrative competencies and good knowledge of the accountancy procedures of the EU and/or main international donor
  • Strong management competencies and excellent knowledge of the Project Cycle Management
  • Ability to assess needs and write new project proposals
  • MS Office proficient user
  • Excellent knowledge of written and spoken English (mandatory)


Professional Experience:

  • At least three (3) years of relevant overseas experience in management of international cooperation projects funded by Institutional donors
  • Proved experience in development project on human rights
  • Experience in management of human resource (recruiting, training and development)
  • Previous experience in management of complex partnerships and in dealing with multi-stakeholder settings (local and international partners, universities, local authorities, donors, media, etc. at all levels)
  • Proved experience in managing projects co-funded by European Union


Skills and Abilities

  • Capable of working in team and supporting staff and partners in all phases of the Project Cycle Management
  • Excellent communication skill and sensitivity in dealing with local institutions on critical issues
  • Willing to work in close cooperation with the partners, also through frequent and extended field visits
  • Very flexible, patient and with a positive attitude
  • Dynamic and willing to take initiative to complete the assigned tasks
  • Problem-solving approach with demonstrated resourcefulness in setting priorities and creating efficiencies
  • Strong commitment to the Mission of WeWorld-GVC, genuine interest for international cooperation development topics
  • Demonstrates integrity by modelling the NGO values and ethical standards; displays cultural, gender, religion, nationality and age sensitivity and adaptability



DESIDERABLE REQUIREMENTS

  • Experience in development projects in Eastern Africa/Swahili Coast will be considered a plus
  • Experience on similar projects dealing with peacebuilding, conflict sensitiveness and cultural activities
  • Knowledge of spoken and written Italian
  • Knowledge of Kiswahili and Portuguese or Spanish
