WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Position: Regional Finance Manager North and West Africa

Reporting Relationship: International Programmes Finance Coordinator

Location: Tunis (Tunisia) or remote work with frequent missions

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with International Programmes Finance Coordinator upon arrival on assignment); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first three months of contract.

The region North and West Africa includes the following countries: Tunisia, Libya, Benin, Burkina Faso and Mali:

WeWorld-GVC in Tunisia

WeWorld-GVC has been operating in Tunisia since 2012 through the implementation of the following intervention sectors:

  • Socio-economic and rural development
  • Human rights
  • Good local governance and community driven development
  • Prevention of violent extremism (PVE)
  • Mainstreaming sectors: Strengthening civil society & Gender equity

In Tunisia, WeWorld-GVC has a main office in Tunis and a field office in Sidi Bouzid.

WeWorld-GVC in Libya

WeWorld-GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs)
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection

In Libya, WeWorld-GVC has its main office in Tripoli and a field office in Sebha (Fezzan region).

WeWorld-GVC in Benin

WeWorld-GVC has been operating in Benin since 2009 through the implementation of the following intervention sectors:

  • Children Rights
  • Education
  • Gender Equality
  • Reproductive Health Care
  • Preventing violent extremism and conflict through the media and communities empowerment

In Benin, WeWorld-GVC has its main office in Cotonou and field offices in Boichon and Porto Novo.

WeWorld-GVC in Burkina Faso

WeWorld-GVC has been operating in Burkina Faso since 1985 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host and IDPs populations through WASH and primary health projects etc.
  • Basic Nutrition
  • Food Security
  • Humanitarian protection

In Burkina Faso, WeWorld-GVC has its main office in Ouagadougou.

WeWorld-GVC in Mali

WeWorld-GVC has been operating in Mali since 2018 through the implementation of the following intervention sectors:

  • Education
  • Promotion of youth employment
  • Food security
  • Nutrition
  • Health

In Mali, WeWorld-GVC has its main office in Bamako.

Purpose of the Role

The Regional Finance Manager provides regional leadership and management of the organization’s financial resources for Tunisia, Libya, Benin, Burkina Faso and Mali, ensuring accountability and coordinating regional budget processes. Monitors status of resource management at the regional level and identifies issues, which may threaten integrity of resource management. Advises HQ on issues impacting sound financial management at regional level. Advises regional management on the effective operational use of financial resources.

MAIN FUNCTIONS AND DUTIES

Capacity Building

  • Participate in improving skills and competencies of the Finance National Staff, through frequent supporting missions
  • Monitor and contribute to rationalize the organization charts of the Financial Staff for each Country

Budgeting

  • Collaborate in the preparation of projects budgets, country coordination’s budgets, and their follow-up
  • Is responsible for verifying the availability of the necessary resources to cover expatriate and non-expatriate personnel employed in the programs, and providing the Head of Regional Unit with the necessary support for a complete analysis
  • Collaborate in tracking the resources necessary to cover basic expenses in each country (e.g. local staff, office rental, car rental, etc.)

Financial Plan

  • Evaluate and approve the financial planning received from the countries
  • Collaborate in the definition of the Organization financial plan, providing information on financial plans (expenses and income) at regional and country level
  • Collaborate with the Head of Regional Unit in order to share standard formats and standard planning procedures

Accounting

  • Collaborate and advise the countries for regular and daily accounting keeping
  • Provide advice on the correct documents filing system
  • Audit the state of account of the Countries and being responsible for their approval in order to consolidate quarterly and annual financial statements

Financial Reporting

  • Monitor financial reports deadlines
  • Provide support to countries in the preparation of financial reports
  • Verify the compliance with donor and internal rules
  • Collaborate in sharing good practices and relevant information related to financial reports

Audit Process

  • Ensure the correct execution of the Expenditures verification and external audits of the projects
  • Provide support to the Countries for the correct execution of the annual accounting audits requested by local authorities

During or at the end of the implementation of the activities, the Regional Finance Manager co-operator will ensure the availability of briefing and debriefing activities, according with HQ. The parties may also jointly define new activities that may be necessary or useful.

Requisitos

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Bachelor’s degree or equivalent in Economics, Political Science or related fields
  • Good knowledge of main donors’ administrative rules and procurement procedures (ECHO, UE, UN, AICS)
  • Good knowledge of the financial administration of a humanitarian mission
  • Fluent in Italian and French both written and verbal
  • Working knowledge of English
  • Good knowledge of MS Office

Professional Experience

  • At least 5 years of relevant work experience in a finance/accounting role overseas in the NGO sector
  • Proven experience in budgeting, budget monitoring and management control
  • Experience in managing consortium agreement and Grant contracts for emergency/post-emergency projects
  • Experience in following activities related to external audits and expenditure verifications
  • Experience in using accounting software

  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues

  • Good communication, negotiation skills and sensitivity in dealing with local institutions on critical issues

  • Strong commitment to the Mission of WeWorld-GVC, genuine interest for international cooperation development topics

DESIRABLE REQUIREMENTS

  • Previous experiences at HQ level would be considered an asset
  • Previous experience in Tunisia/Libya/Sahel would be considered an asset
