WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Position

Position: Regional Finance Manager MEA Programs (Middle East and Asia)

Location: based in Beirut, Lebanon, with frequent missions to other countries (Palestine, Syria, Cambodia) – possibility to be based in another Country of the Regional Unit

Type of contract: 12 months (with possibility of extension)

Starting date: March 2021

Gross Salary: to be defined according to the candidate’s profile.

Working context

Lebanon

We World GVC is working in Lebanon since 2006 in emergency, development and LRRD activities. The main sectors of interventions in the area are Education, Protection, WASH, Shelter, Livelihood. But since the beginning of 2013 is mainly active in the country responding to the impact of the Syrian crisis both in direct support of the refugees as well as the hosting communities implementing Multi-sectorial Emergency Response.

Syria

The presence of We World GVC in Syria dates back to 2011, with an emergency education intervention in favour of Iraqi refugees in Aleppo. The programme aimed at improving the quality and the accessibility of educational services for students, with special needs in 12 primary schools in Aleppo. Since 2014, GVC has been providing humanitarian assistance to the Syrian population and IDPs with interventions in different sectors such as Education in Emergency and Wash.

oPT:

We World GVC has been working in occupied Palestinian territories (oPt) since 1992, implementing activities including rehabilitation and provision of WASH assets, infrastructure, and livelihood assets, reinforcement of health and education services, supporting good governance mechanisms. WW-GVC currently works in both humanitarian aid and development, aiming at preventing forcible transfer of population in Area C, providing access to basic services and available natural resources, strengthening the protection of vulnerable individuals and communities through an integrated community-based protection approach and enhancing socio-economic development.

Cambodia:

WeWorld-GVC has been working in Cambodia since 2009, in the sectors of human rights, migration, education and child protection. The action in Cambodia, carried out in collaboration with local partners, is organized around two main themes: support to primary education and child protection, to ensure basic access to education and reduce early school dropout for vulnerable children, and promotion of human rights, to prevent unsafe labour migration, protect labour rights of Cambodian migrants and reduce their vulnerability to exploitation and human trafficking.

Purpose of the Role

The Regional Finance Manager – MEA Programs works under the direction of the International Programmes Finance Coordinator. The role of the Regional Finance Manager – MEA Programs requires, throw the coordination of Country Finance Managers, the management and responsibility of all financial, administrative and accounting processes related to the Programmes implemented in the Region.

Main functions and duties

CAPACITY BUILDING

  • Participating in improving skills and competencies of the Finance National Staff, through frequent supporting missions.
  • Monitoring and contributing to rationalize the organization charts of the Financial Staff for each Country.

BUDGETING

  • Collaborating in the preparation of projects budgets, country coordination’s budgets, and their follow-up.
  • Evaluating and approving the financial planning received from the countries.
  • Collaborating in the definition of the Organization financial plan, providing information on financial plans (expenses and income) at regional and country level.
  • Collaborating with the Head of Regional Unit in order to share standard formats and standard planning procedures.

ACCOUNTING

  • Collaborating and advising the countries for regular and daily accounting keeping.
  • Providing advice on the correct documents filing system.
  • Auditing the state of account of the Countries and being responsible for their approval in order to consolidate quarterly and annual financial statements.

FINANCIAL REPORTING

  • Monitoring financial reports deadlines.
  • Providing support to countries in the preparation of financial reports.
  • Verifying the compliance with donor and internal rules.
  • Collaborating in sharing good practices and relevant information related to financial reports.

AUDIT PROCESS

  • Ensuring the correct execution of the Expenditures verification and external audits of the projects.
  • Providing support to the Countries for the correct execution of the annual accounting audits requested by local authorities.

Requirements

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge:

  • Degree in Economics, Political Science or related fields.
  • Good knowledge of main donors’ administrative rules and procurement procedures (ECHO, UE, UN, AICS).

Languages

  • Fluency in Italian and English is a must.

Professional Experience:

  • At least 3 years of relevant work experience in a finance/accounting role overseas in the NGO sector.
  • Experience in budgeting and budget monitoring.
  • Experience in management control.
  • Experience in managing consortium agreement and Grant contracts for emergency/post-emergency projects.
  • Experience in following activities related to external audits and expenditure verifications.
  • Experience in using accounting software.

Skills and Abilities

  • Accountancy skills.
  • Financial planning.
  • Excellent computer skills including full working knowledge MS Office and Internet.
  • Ability to monitoring and prepare financial reports.
  • Problem-solver approach with demonstrated resourcefulness in setting priorities and creating efficiencies
  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues.
  • Strong commitment to the Mission of We World, genuine interest for international cooperation development topics.
  • Demonstrates integrity by modelling the NGO values and ethical standards; displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

DESIRABLE REQUIREMENTS

  • Previous experiences at HQ level would be considered an asset.
  • Previous experience in Middle East countries would be considered an asset.
